Hon. Mario C. Marasigan
Mario C. Marasigan is a Career Service Officer III who currently serves as Assistant Secretary of the Philippine Department of Energy (DOE). In this role, Assistant Secretary Marasigan oversees the Electric Power Industry Management Bureau (EPIMB), where he previously served as Director for over five years. The EPIMB is responsible for implementing electric power industry restructuring to foster a competitive, market-based environment, encourage private-sector participation, ensure an adequate, reliable, and efficient electricity supply, and develop plans and strategies for rural electrification.
Assistant Secretary Marasigan has also served as the Director of the Renewable Energy Management Bureau, where he supervised the administration, regulation, and promotion of renewable energy resource development in the country. Additionally, he was the Director of the Energy Utilization Management Bureau, which focuses on alternative fuel use and energy technologies, including the Department’s energy efficiency and conservation programs. Throughout his career, Assistant Secretary Marasigan has actively participated in and presented papers at numerous local and international seminars, workshops, and conferences on topics such as Coal Exploration, Clean Coal Technology, Hydropower Technology, Dams and Engineering Geology, Rural Electrification, Renewable Energy Technologies, and Alternative Fuels.
In his over 40 years of government service, Assistant Secretary Marasigan has been deeply involved in the research, exploration, and development of the Philippines’ indigenous resources. His career began in the upstream coal industry and later expanded to include mini-hydropower, solar, wind, andmarine energy resources. He has also led the DOE’s Program Management Office for Rural Electrification, focusing on applying renewable energy systems like solar power technology and micro-hydropower generation in areas unsuitable for conventional grid connections.
Assistant Secretary Marasigan graduated from the Mapua Institute of Technology (Manila, Philippines) with a Bachelor’s Degree in Geology in 1982. He pursued postgraduate studies in Geology at the International Institute for Earth Sciences and Aero-Space Survey (Enschede, The Netherlands) and earned a Master’s in Management from the Technological University of the Philippines (Taguig City, Philippines).
